Every research university has them: administrators who are supposed to facilitate grant applications, but mostly just slow them down. These administrators are in a tough position. The grant process can be abused, and they have the look out for irregularities. But to honest researchers, the administrators are obstructionists who end up hogging the credit when grants come in.
